(A) No person shall park, leave standing or allow to be unattended for any period of time any vehicle of the second division on any public right-of-way within the village. For the purposes of this subchapter, a vehicle of the second division shall be as defined in Act 5, § 1-217 of the State Vehicle Code (625 ILCS 5/1-217), and shall specifically include a truck tractor, transporter, trailer, stinger-steered semi-trailer, semi-trailer road tractor, motorhome, implement of husbandry or other commercial vehicle.
(B) Any such vehicles may, however, use said public rights-of-way within the village for the purpose of loading or unloading goods, equipment or other personal property.
