(A) All water consumers supplied by the village shall be supplied through meters only and shall pay for the water at the rates and in the manner hereinafter specified.
(B) Whenever any meter, by reason of its being out of repair or for any cause, fails promptly to register the water passing through the same, the consumer shall be charged at the rate shown for the corresponding time of the previous year under like conditions. If no record of the previous year exists, then it shall be the duty of the Superintendent of the waterworks to estimate or determine so far as he or she can the amount of water consumed during the time such meter fails to operate, and the consumer shall pay the amount so estimated.
(C) In all cases where one service pipe supplies two or more separate consumers in a building, one meter may be placed at the service connection for either or all of the said consumers and the water rent, as registered by such meters, shall be charged to and be payable by the owner of such premises or building.
(D) (1) All water furnished consumers shall be metered. All meters shall be purchased by the consumer from the village and shall be the property of the village. Meters shall be placed in a convenient place for the reading of such meter, and when placed inside, the owner or occupant of such building shall permit access to such inside location by meter installers and inspectors for the purpose of inspecting, repairing or replacing such meters. All meters shall be installed by the village, and the installation charge, together with the cost of the meter shall be a included in the cost of the tap on fee. Every new apartment, separate business, trailer which is occupied for human habitation in a trailer court located in the village, and every separate professional office and each separate consumer shall have a separate water hookup to said apartment, business, trailer or other building unit which is occupied by said consumer.
(2) It shall be the duty of the Village Clerk to enforce the general provisions of this section.
