(A) Any contractor or person performing under a contract or agreement for pay or hire for the installation of lateral sewers in the village shall, prior to commencement of any such work, post with the Village Clerk a penal bond in the amount of $1,000 conditioned upon the faithful performance of said work according to the plans and specifications on file with the village.
(B) Any property holder or land owner or tenant who shall install sewer laterals in the village on land which he or she owns or occupies shall install the lateral sewers according to the plans and specifications on file with the Village Clerk.
