§ 111.19 MOTELS AND HOTELS.
   (A)   Definition. The term MOTEL or HOTEL, as used in this section, means a building or structure kept, used or maintained as, or advertised or held out to the public to be, an inn, hotel, family hotel, apartment hotel, lodging house, dormitory or place where sleeping or rooming accommodations are furnished for hire or rent, whether with or without meals, in which 3 or more sleeping rooms are used or maintained for the accommodation of guests, lodgers or roomers. The term MOTEL or HOTEL does not include vacation rentals as defined in this Code.
   (B)   License. No person shall operate a motel or hotel without a license therefor. The fee shall be as set forth in § 110.13.
   (C)   Cleanliness and sanitation generally. Every motel and hotel in the Village, and every part thereof, shall be kept clean and free from any accumulation of dirt, filth, garbage or other matter in or on the same, or in the yard, court passage, area or alley connected with or belonging to the same. The owner or keeper of any motel or hotel or part thereof shall thoroughly cleanse all the rooms, passages, stairs, floors, windows, doors, walls, ceiling, privies, cesspools and drains of the house or part of the house of which he is the owner, lessee or keeper to the satisfaction of the Building Director so often as shall be required by or in accordance with any regulation or order of the Building Director.
   (D)   Annual inspection. Every motel and hotel operated or maintained in the Village shall be inspected under and by authority of the Building Director at least once every year. It shall be the duty of every person maintaining or operating a motel or hotel to pay to the Director of Finance annually in advance on the first day of January, before the inspection provided for is made, an annual inspection fee of $5 per room for each sleeping room used for the accommodation of guests, lodgers or roomers in such motel or hotel.
