It shall be unlawful to park any inoperable or abandoned vehicle, as such vehicles are defined in § 99.01 of this Code, on any street, highway, alley, or other public right-of-way within the Village. The person in whose name an abandoned vehicle or inoperable vehicle is or was last registered is the person presumed to have abandoned or otherwise parked the vehicle. The presumption established under this section may be rebutted by showing that at the time any citation issued, a report of vehicle theft has been filed by the owner with respect to the vehicle.
