§ 36.10 TIF DISTRICTS.
   (A)   Establishment of TIF Districts.
      (1)   St. Charles Road TIF District. The President and Board of Trustees of the Village of Maywood established and have taken other action with regard to the St. Charles Road Tax Increment Financing District (referred to as the “St. Charles Road TIF District”) with the adoption of the following ordinances:
         (a)   Ordinance No. PRO-90-3 (Amending Ordinance No. PRO-90-1 and Designating the Village of Maywood St. Charles Road Tax Increment Financing District Redevelopment Project Area) (Approval Date: August 23,1990).
         (b)   Ordinance No. PRO-90-5 (Approving the Village of Maywood St. Charles Road Tax Increment Financing District Redevelopment Project Area Redevelopment Plan and Project) (Approval Date: August 23,1990).
         (c)   Ordinance No. PRO-90-6 (Designating the Village of Maywood St. Charles Road Tax Increment Financing District Redevelopment Project Area) (Approval Date: August 23, 1990).
         (d)   Maywood Ordinance No. PRO-7 (Adopting Tax Increment Financing for the Village of Maywood St. Charles Road Tax Increment Financing District) (Approval Date: August 23,1990).
         (e)   Ordinance No. CO-2013-10 (An Ordinance Confirming The Adoption Of Tax Increment Allocation Financing For The Village Of Maywood St. Charles Road Redevelopment Project Area) (Approval Date: April 23, 2013).
         (f)   Ordinance No. CO-2013-11 (Confirming The Designation Of The Village Of Maywood St. Charles Road Redevelopment Project Area As A Redevelopment Project Area Pursuant To The Tax Increment Allocation Redevelopment Act) (Approval Date: April 23, 2013).
         (g)   Ordinance No. CO-2013-20 (Approving An Amendment To The Tax Increment Redevelopment Plan And Project For The Village Of Maywood St. Charles Road Redevelopment Project Area, And Amending Ordinance PRO-90-5, Adopted August 23, 1990, Regarding The St. Charles Road Redevelopment Plan And Project And Its Expiration Date) (Approval Date: April 23, 2013).
         (h)   Termination: Ordinance No. CO-2013-43 (Terminating The Designation Of The St. Charles Road Tax Increment Financing Redevelopment Project Area, As Created By Ordinance Number PRO-90-7, Adopted August 23, 1990, As Amended By Ordinance Number CO-2013-11, Adopted March 13, 2013, As A Tax Increment Financing Redevelopment Project Area And Dissolving The St. Charles Road Tax Increment Financing District Special Tax Allocation Fund On December 31, 2014) (Approval Date: October 30, 2013).
      (2)   Madison Street/Fifth Avenue TIF District. The President and Board of Trustees of the Village of Maywood established and have taken other action with regard to the Madison Street/Fifth Avenue Tax Increment Financing District (referred to as the “Madison Street/Fifth Avenue TIF District”) with the adoption of the following ordinances:
         (a)   Ordinance No. CO-97-01 (Approving the Village of Maywood Madison Street/Fifth Avenue Tax Increment Financing District Redevelopment Project Area Redevelopment Plan and Project) (Approval Date: March 27,1997).
         (b)   Ordinance No. CO-97-02 (Designating the Village of Maywood Madison Street/Fifth Avenue Tax Increment Financing District Redevelopment Project Area) (Approval Date: March 27,1997).
         (c)   Ordinance No. CO-97-03 (Adoption Of Tax Increment Allocation Financing For The Village Of Maywood Madison Street/Fifth Avenue Redevelopment Project Area) (Approval Date: March 27,1997).
         (d)   Ordinance No. CO-2013-12 (Amending Ordinance CO-97-01, Adopted March 27, 1997, Regarding The Expiration Date Of The Madison Street/5th Avenue Redevelopment Plan And Project) (Approval Date: March 13, 2013).
         (e)   Ordinance No. CO-2020-37 (An Ordinance Approving A Minor Amendment To The First Amendment To The Redevelopment Project And Plan For The Village Of Maywood Madison Street/Fifth Avenue Tax Increment Financing District) (Approval Date: December 15, 2020).
         (f)   Ordinance No. CO-2020-39 (An Ordinance Designating The Village Of Maywood Madison Street/Fifth Avenue Tax Increment Financing District For An Additional 12 Year Term In Accordance With The First Amendment To Redevelopment Project And Plan For The TIF District) (Approval Date: December 29, 2020).
         (g)   Ordinance No. CO-2020-40 (An Ordinance Approving The First Amendment To Redevelopment Project And Plan For The Village Of Maywood Madison Street/Fifth Avenue Tax Increment Financing District Relative To A 12 Year Term Extension Of The Duration Of The TIF District, An Amendment To The TIF District Budget To Increase Estimated Redevelopment Project Costs, And An Amendment To Update And Expand The List Of Eligible Redevelopment Project Costs Allowed Under The Current Version Of The TIF Act) (Approval Date: December 29, 2020).
         (h)   Ordinance No. CO-2020-41 (An Ordinance Adopting Tax Increment Financing For The Village Of Maywood Madison Street / Fifth Avenue Tax Increment Financing District For An Additional 12 Year Term In Accordance With The First Amendment To Redevelopment Project And Plan For The TIF District) (Approval Date: December 29, 2020).
      (3)   Roosevelt Road TIF District. The President and Board of Trustees of the Village of Maywood established and have taken other action with regard to the Roosevelt Road Tax Increment Financing District (referred to as the “Roosevelt Road TIF District”) with the adoption of the following ordinances:
         (a)   Ordinance No. CO-97-04 (Approving the Village of Maywood Roosevelt Road Tax Increment Financing District Redevelopment Project Area Redevelopment Plan and Project) (Approval Date: March 27,1997).
         (b)   Ordinance No. CO-97-05 (Designating the Village of Maywood Roosevelt Road Tax Increment Financing District Redevelopment Project Area) (Approval Date: March 27, 1997).
         (c)   Ordinance No. CO-97-06 (Adoption Of Tax Increment Allocation Financing For The Village Of Maywood Roosevelt Road Redevelopment Project Area) (Approval Date: March 27, 1997).
         (d)   Ordinance No. CO-2013-13 (Amending Ordinance CO-97-04, Adopted March 27, 1997, Regarding The Expiration Date Of The Roosevelt Road Redevelopment Plan And Project) (Approval Date: March 13, 2013).
         (e)   Ordinance No. CO-2020-42 (An Ordinance Designating The Village Of Maywood Roosevelt Road Tax Increment Financing District For An Additional 12 Year Term In Accordance With The First Amendment To Redevelopment Project And Plan For The TIF District (Approval Date: December 29, 2020).
         (f)   Ordinance No. CO-2020-43 (An Ordinance Approving The First Amendment To Redevelopment Project And Plan For The Village Of Maywood Roosevelt Road Tax Increment Financing District Relative To A 12 Year Term Extension Of The Duration Of The TIF District, An Amendment To The TIF District Budget To Increase Estimated Redevelopment Project Costs, And An Amendment To Update And Expand The List Of Eligible Redevelopment Project Costs Allowed Under The Current Version Of The TIF Act) (Approval Date: December 29, 2020).
         (g)   Ordinance No. CO-2020-44 (An Ordinance Adopting Tax Increment Financing For The Village Of Maywood Roosevelt Road Tax Increment Financing District for An Additional 12 Year Term In Accordance With The First Amendment To Redevelopment Project And Plan For The TIF District) (Approval Date: December 29, 2020).
   Copies of the above-referenced ordinances and the maps of the Redevelopment Project Area and the Redevelopment Project Area Redevelopment Plans for the TIF Districts are available from the Village Clerk’s Office.
   (B)   Designation of TIF Administrator. The President and Board of Trustees of the Village designate the Village Manager as the TIF Administrator for each active TIF District, who shall be responsible for performing all administrative duties and compliance actions in regard to the TIF District, including compliance with all annual filing and reporting requirements required by the Illinois Tax Increment Allocation Redevelopment Act (65 ILCS 5/11-74.4-3 et seq.), preparation and filing of the annual TIF Report with the Office of the State of Illinois Comptroller, scheduling and coordination of the annual joint board of review meetings, and such other duties as are necessary to maintain compliance with applicable laws. The Village Manager, or his or her designee, is authorized and directed to create and maintain a “TIF Interested Parties Registry” as required by Section 11-74.4-4.2 of the TIF Act (65 ILCS 5/11-74.4-4.2). The TIF Interested Parties Registry shall pertain to all redevelopment project areas created by the Village under the TIF Act.
   (C)   TIF Interested Parties Registry. The Village of Maywood has approved the following relative to its obligations in regard to Interested Parties Registry and registration rules:
      (1)   See § 38.01 (Interested Parties Registries) of the Maywood Village Code.
      (2)   See Ordinance No. CO-00-06 (An Ordinance of the Village of Maywood, Illinois Authorizing the Establishment of Tax Increment Financing “Interested Parties” Registries and Adopting Registration Rules for Such Registries) dated September 18, 2000 and its Exhibit “A” (Village of Maywood, Illinois TIF Interested Parties Registry and Registration Rules) and its Exhibit “B” (Notice - Village of Maywood, Illinois Tax Increment Financing Redevelopment Project Area Registration for Interested Parties Registry), all of which are on file with the Village Clerk’s Office.
      (3)   The Village Manager, or his or her designee, is authorized to amend such registration rules, from time to time, without further approval by the President and Board of Trustees of the Village after review by the Village Attorney, as may be necessary or desirable to comply with the TIF Act and to carry out its purposes. Public notice of the establishment and/or existence of the TIF Interested Parties Registry for each Village TIF District, and the availability of registration forms for the TIF Interested Parties Registry, shall be published in accordance with the TIF Act.
