Whenever all the requirements specified in this chapter have been complied with and all specified improvements completed to the approval of the City Engineer and Council, the surety bond will be released, the original record plat shall be resubmitted to Council with the addition of the proper dedicatory clauses and approval clauses signed by the owner, and Council will then accept the dedication and endorse its acceptance on the record plat.
