(a) A record plat shall first be submitted to the City Engineer. If he or she finds that all requirements have been complied with, he or she shall sign the plat.
(b) When approved by the City Engineer, he or she shall forward the same to the City Planning Commission.
(c) If the Commission finds that all requirements have been complied with and that all conditions imposed by the Commission in its preliminary approval have been met, it shall, by record vote, instruct the Secretary of the Commission to endorse its approval, with the date when the vote was taken, on the plat.
(d) The Commission shall send the plat with its endorsement to Council.
(e) The owner shall deposit funds with the City, in an amount fixed by the City Engineer, for all costs and expenses incurred or to be incurred for preliminary approval and for approval and recording of the final plat.
(f) If Council finds that all requirements and conditions have been met, and if the Director of Law certifies approval of the title to the land allotted, then Council may approve the plat for record only, without any dedication or acceptance of streets, except as hereinafter provided.
(g) The plat, when signed by the Clerk of Council, shall then be filed by the Clerk, or by the City Engineer, in the office of the County Recorder, having a volume and page number assigned to it, and the owner shall be notified of such volume and page number. All costs incurred for such services shall be paid out of funds deposited by the owner.
