1101.04 TRAFFIC IMPACT ANALYSIS.
   It shall be the duty of the owner or agent to provide a traffic impact analysis for any new structure or building hereafter erected in zoning districts other than U-1 and U-2 Districts. Such study shall examine the existing traffic volumes, generated traffic, peak hour traffic and traffic flow patterns on and off site.
   The owner shall deposit with the City a sum in an amount fixed by the City Traffic Engineer to defray all expenses incurred by the Engineer for professional services for compilation of the required traffic impact analysis and related services.
   This deposit shall be placed in the City Treasury before any work begins and any approvals are granted.
