A permit for the installation of a local alarm shall be required if the sound created by the alarm is audible beyond the premises being served, if such alarm, when activated, sounds a horn, bell, buzzer or other type of audible alarm. The Mayor or his or her authorized representative shall issue a permit for such an alarm, provided that in residential districts the intensity of sound does not exceed eighty-five decibels at ten feet from the building line being served.
