951.02 PERMITS; SCHEDULING; USE OF FACILITIES; CLOSING TIMES.
   (a)   A City resident, twenty-one years of age or older, shall fill out the appropriate application, pay the security deposit and secure a permit to hold the date for the use of the Community Center.
   (b)   Persons shall secure a permit and pay all fees in advance, at the time of initial application (when the permit is secured). Scheduling shall be on a first-come basis and shall be done according to the availability of rooms. The permit holder must be present during the use of the facility with a copy of said permit readily available for inspection.
   (c)   Applications to use the Community Center facilities shall be submitted to the Recreation Director and approved by the Mayor on the appropriate application. The Mayor and the Recreation Director shall determine if the proposed activity complies with the rules and regulations and if an adequate room is available. The Recreation Director shall monitor and coordinate all Community Center requests and usage.

   (d)   Only those areas and facilities expressly listed on the permit may be used and only during the prescribed hours.
   (e)   A responsible adult, twenty-one years of age or older, shall be present during the use of the facility.
   (f)   The Community Center shall close at 11:00 p.m., Sunday through Thursday, and 12:00 midnight, Friday and Saturday. The weekend hours for the Community Center shall be: Friday from 6:00 p.m. to midnight; Saturday from 11:00 a.m. to midnight and Sunday from 11:00 a.m. to 11:00 p.m.
   (g)   The Community Center may not be reserved during holidays observed by the City of Mayfield Heights. All applicants shall contact City Hall for those specific dates.
   (h)   All events will be scheduled in a room of sufficient size to accommodate the number of people expected.
   (i)   Senior groups, youth groups, non-profit, charitable and handicapped groups holding regular meetings in the Community Center shall have preferential privilege in scheduling, provided they submit their requirements by a date to be determined by the Recreation Director.
   (j)   Any right, privilege or permit granted to any person(s) or organization(s) to use the Community Center, or any part thereof, is personal and exclusive, and shall not be transferable to any other person(s) or organization(s).
    (k)   Any person or group must relinquish the facilities at its scheduled time. Failure to comply will result in forfeiture of the security deposit.
   (l)   Room D may be rented for private parties. Rooms B and C must be rented together for private parties. Room A may not be rented for private parties. Reasonable set-up time shall be permitted free of charge, but must be scheduled at the time of the reservation and will only be approved if permissible.
