Upon entering any lot or parcel of land in order to test a downspout or a sewer connection, the Director of Public Service or any employee designated by him or her may make an excavation and do such other work as may be necessary to make the test. Upon the completion of the test, the Director shall cause the property to be restored, as nearly as practical, to the condition it was in before the test was made.
