(a) Whenever any tree, plant or shrubbery or part thereof, or weeds, vines or grasses, are trimmed, removed, cut or destroyed pursuant to Section 917.15, the City shall give five days notice by regular mail to the owner of the lot or parcel of land, at his or her last known address, to pay the cost of such trimming, removing, cutting or destroying. The notice shall be accompanied by a statement of the amount of costs incurred.
(b) The cost to the owner of a residential property for any trimming, removing, cutting or destroying by the City shall be at the minimum fee of two hundred dollars ($200.00). For any work which requires in excess of two hours of City time, the owner of the lot will be billed the two hundred dollar ($200.00) minimum plus the excess at the rate of one hundred dollars ($100.00) per hour or part thereof.
(c) The cost to the owner of a commercial property for any trimming, removing, cutting or destroying by the City shall be at the minimum fee of three hundred dollars ($300.00). For any work which requires in excess of one hour of City time, the owner of the lot will be billed the three hundred dollar ($300.00) minimum plus the excess at the rate of two hundred dollars ($200.00) per hour or part thereof.
(d) If the amount is not paid within thirty days after the mailing of the notice, the amount shall be certified to the County Fiscal Officer for collection in accordance with Ohio R.C. Title 7.
