If an owner does not trim or remove any grasses, tree, plant or shrubbery or part thereof, or if an owner, occupant or person having charge or management of any lot or parcel does not destroy or cut weeds, vines or grasses in accordance with Sections 917.13 and 917.14, then the Director of Public Service shall cause such grass, tree, plant or shrubbery or part thereof to be trimmed or removed or such weeds, vines or grasses to be cut or destroyed.
