917.11 TREATMENT OF TREES OR SHRUBS ON PRIVATE PROPERTY.
   The Director of Public Service is hereby authorized to enter upon any private grounds and to cause to be sprayed or otherwise treated any tree or shrub infected by or infested with any parasite or insect pest when it is necessary, in the opinion of the Director, to do so, to prevent the breeding and/or scattering of any parasite or insect pest and to prevent danger therefrom to shade trees and shrubbery planted in the streets, alleys or public grounds of the City. Whenever, in the opinion of the Director, trimming, treatment or removal of any such tree or shrub located on private grounds is prudent, the Director may trim, treat or remove any such tree or shrub.
