No person in charge of or responsible for the erection, alteration or removal of any building or other structure shall permit any tree in any public place in the vicinity of the building operation to be without a good and sufficient guard or protection in order to prevent injury or damage to, or defacement of, the tree in connection with the building operation. The quality of the guard or protection shall be determined by the Director of Public Service.
