In consideration for all rights granted by the City in a cable television franchise agreement or incidental to a grantee under the franchise agreement, any cable television franchise shall include a provision for an institutional network to provide high-speed transmission of data, voice and video among and between the City, the County, and school and library buildings. The institutional network shall include the capacity to transmit information between the institutions serviced by the network and the subscribers to the cable television system. In the event an institutional network has already been provided by another franchisee, or from some other source, the City may negotiate to receive monies, equipment and/or services in place of providing all or part of an institutional network.
