(a) Any applicant for a use permit, pursuant to the provisions of this chapter, shall pay a permit fee of three hundred dollars ($300.00), plus a surcharge based on a formula of one dollar ($1.00) per linear foot of conduit installed, and two thousand, four hundred dollars ($2,400) per underground street crossing.
(b) An applicant whose use permit application has been withdrawn, abandoned or denied shall, within sixty days of its written request for a use permit fee refund, be refunded the balance of its deposit under this chapter, less:
(1) Three hundred dollars ($300.00); and
(2) All ascertainable costs and expenses incurred by the City in connection with the application.
