A permit holder shall have the right, without prior City approval, to offer or provide capacity or bandwidth to its customers, provided that:
(a) The permit holder shall furnish the City with a copy of any such lease or agreement; and
(b) The customer or lessee has complied with, to the extent applicable, all requirements of this chapter.
