Every person who operates a massage establishment or who practices or provides a massage shall, at all times, keep an appointment book in which the name and address of each patron shall be entered, together with the time, date, service provided and price charged.
Such appointment book shall be available at all times for inspection by either the Police Chief or the Tax Administrator, or his or her respective authorized representative.
