The Police Division and the County Board of Health shall, from time to time, and at least twice each year, make an inspection of each massage establishment granted a permit under this chapter for the purpose of determining that this chapter is complied with. Such inspections shall be made at reasonable times and in a reasonable manner. No permittee shall fail to allow an inspection officer access to the premises or hinder such officer in any manner.
