747.05 ISSUANCE OF PERMIT.
   Upon receipt of the certificate of the Health Officer that the establishment is in compliance with all of the requirements of the Health Code, the certificate of the Building Inspector and Municipal Fire Safety Inspector that the building meets all requirements of the Building Code, and the certificate of the Chief of Police that the applicant has not been convicted in a court of competent jurisdiction of any of the crimes listed in subsection (b) hereof, the Mayor shall issue a permit to maintain, operate or conduct a massage establishment, unless he or she finds that either of the following is true:
   (a)   The operation, as proposed by the applicant, if permitted, will not comply with all applicable laws of the City.
   (b)   The applicant or any other person who will be directly or indirectly engaged in the management and operation of a massage establishment has been convicted of a felony, an offense involving sexual misconduct with children, or prostitution, soliciting for purposes of prostitution, pandering, keeping a place of prostitution, pimping or any crime involving dishonesty, fraud, deceit or other offenses opposed to decency and morality, within the last five years.
   Every massage establishment permit issued pursuant to this chapter will terminate one year from the date of issuance, unless sooner suspended or revoked.
