729.08 APPEALS.
   If the Director of Public Safety refuses to issue a going-out-of-business sale license or revokes or suspends such a license, the applicant or licensee may appeal to Council. Notice of the appeal shall be in writing and shall be filed with the Director within ten days after the license refusal, revocation or suspension. Council, within twenty-five days after the filing of the notice of appeal with the Director, shall proceed with the hearing of the appeal. At the hearing interested persons shall be afforded an opportunity to be heard and Council shall approve, modify or annul the order from which the appeal was perfected. The finding of Council shall be final on all parties.
