No person shall engage in or carry on the business of a dealer of secondhand articles in the City until he or she has first obtained a license to do so. Every applicant for a license shall make an application, in writing, to the Chief of Police. Said application shall set forth the name under which the business is to be conducted, the name of every person having a financial interest in the business, and the location at which the business is to be carried on. The application must be made by the person who is to carry on the business. When application for said license (or any renewal thereof) is made, the applicant shall pay a nonrefundable investigation license fee of one hundred and fifty dollars ($150.00).
