703.04 RULES AND REGULATIONS.

The Director of Public Safety is hereby authorized to establish, adopt and enforce or cause to be enforced such rules and regulations governing the issuance of the licenses and registrations required by this chapter as the Director may deem reasonable and necessary and not inconsistent with this chapter.
