(a) No waste container, waste or refuse shall be placed in front of any residence or on the tree lawn of any street by the owner, agent, lessee or occupant of any building prior to 6:00 p.m. on the evening preceding the day scheduled for refuse collection, after 2:00 p.m. on any Friday or before 8:00 p.m. on any Sunday evening or holiday.

(b) Whoever violates this section is guilty of a minor misdemeanor, and shall be subject to the penalty provided in Section 597.02.
