(a) No person shall recklessly cause inconvenience, annoyance or alarm to another by the use, playing, operating or permitting the operation of any radio, tape player, cd player, music player, audio system or similar device at such volume so as to annoy, disturb, inconvenience or alarm reasonable persons of ordinary sensibilities, endanger or injure the safety or health of humans or animals or endanger or injure personal or real property.
(b) No person shall recklessly cause inconvenience, annoyance or alarm to another by the use of any vehicle or by playing, operating or permitting the operation of any radio, tape player, cd player, music player, audio system or similar device in a motor vehicle at such volume so as to annoy, disturb, inconvenience or alarm reasonable persons of ordinary sensibilities, endanger or injure the safety or health of humans or animals or endanger or injure personal or real property.
(c) No person shall disturb the peace and quiet of any neighborhood by unreasonably engaged in pick-up, delivery, rubbish removal, snow removal or street or premises cleaning, except for City, County or State workers engaged in snow removal or maintenance operations. No such activity shall be scheduled at any time other than between the hours of 7:00 a.m. and 9:00 p.m.
(d) No person shall operate a vehicle equipped with a sound-emitting device which produces noises of a character, duration and intensity so as to disturb reasonable persons of ordinary sensibilities, unless he or she has obtained a permit therefor from the Director of Public Safety or the Chief of Police. This section shall not apply to momentary emissions of audible safety, warning or directional features with which a vehicle is equipped.
(e) Whoever violates this section is guilty of a minor misdemeanor, and shall be subject to the penalty provided in Section 597.02.
