517.21 PROPER CONFINEMENT OF CATS AND DOGS IN HEAT REQUIRED.
   (a)   The owner of any female dog or cat shall, during the period that such animal is in heat, keep it securely confined and enclosed within a building, except when out upon such owner's property briefly for toilet purposes and while in the presence of the owner or the owner's agent.
   (b)   Whoever violates this section is guilty of a minor misdemeanor for a first offense. A second conviction under this section is a misdemeanor of the fourth degree. A third conviction under this section is a misdemeanor of the third degree. The penalty shall be as provided in Section 597.02. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
