(a) No person, being the parent or legal guardian of a minor, shall knowingly permit such minor to violate any of the provisions of this chapter.

(b) No person, being the owner or occupant of any premises located within the City, shall knowingly allow any person under the age of 21 years to remain on such premises while in the possession of beer or intoxicating liquor or while consuming beer or intoxicating liquor in violation of any of the provisions of this chapter.
(c) Whoever violates any of the provisions of this section is guilty of a misdemeanor of the first degree, and shall be subject to the penalty provided in Section 597.02.
