Notwithstanding the provisions of this chapter, Council may override any decision of the Director of Public Safety and the Chief of Police and may assume any of the powers delegated to such persons, by a resolution adopted by a vote of a majority of the members duly elected thereto. Upon the adoption of any such resolution, the same may be changed only by an amending or repealing resolution adopted by Council.
