(a) (1) The Director of Public Safety, through the Department of Public Safety, shall place and maintain a stop or yield sign at every street intersecting a through street or that portion thereof described and designated as such in this Traffic Code.
(2) He or she shall, after investigation, determine what portions of the City are within business districts and erect signs so indicating and setting forth the limitations of speeds therein.
(3) He or she shall place and maintain traffic control devices when and as required under this Traffic Code and may place and maintain such additional traffic control devices as he or she may believe necessary to regulate, guide or warn traffic consistent with this Traffic Code. All signs and signals designated for a particular purpose shall be uniform.

(b) No provision of this chapter shall be effective until signs, signals, markings or other devices giving notice of such local traffic regulations are posted upon or at the entrance to the street or part thereof affected, as may be most appropriate, so that in a proper position they are sufficiently legible to be seen by an ordinarily observant person.
