The Recreation and Parks Commission shall submit to the Mayor an estimate of anticipated revenues and expenditures for the coming fiscal year, to be approved in whole or in part by Council and included in the budget on or before June 1 of each year. The Commission shall operate within the budget as approved and the expenses of the City's outdoor swimming pool shall not be included in this budget.
