The two Council members of the Recreation and Parks Commission shall be appointed by the President of Council every two years. The other seven members shall be appointed for a period of five years after their initial appointment, except that effective March 1, 1975, two shall be appointed for a term of one year, two for a term of two years, one for a term of three years, one for a term of four years and one for a term of five years. A vacancy occurring during the term of any member of the Commission shall be filled for the unexpired term in the manner authorized for an original appointment. Consideration should be given in making these appointments to include electors representing the interests of elementary and secondary school-age youth, as well as electors representing the interests of senior citizens.
