There is hereby established in and for the City a Recreation and Parks Commission. The Commission shall consist of nine members, two of whom shall be members of the Committee on Recreation and Parks of Council. The remaining seven members shall be electors of the City not holding other office, appointment or employment in the government of the City and shall be appointed by the Mayor.
