The Director of Recreation and Parks shall be appointed by the Mayor and serve at his or her pleasure. He or she shall be responsible for and have charge of all recreation and park facilities of the City. The Director shall be responsible for the equipment, improvement, maintenance, repair and operation thereof. He or she shall prepare and submit a budget for a proposed recreation program of the City to Council for its approval or modification. He or she shall administer the recreation program of the City under the direction and supervision of the Mayor, including setting fees and charges for all recreational activities. He or she shall have the responsibility of supervising all recreation personnel employed by the City for any recreation program.
