147.02 COMPOSITION; COMPENSATION; PERIODS OF EMPLOYMENT.

The Department of Recreation and Parks shall be organized and composed of such employees and in such numbers as Council from time to time determines. Council shall also determine the compensation of such employees and the dates upon which their employment shall commence and terminate.
