146.03 PURPOSE, INITIATIVES, DUTIES AND RESPONSIBILITIES.
   (a)   The Office of Compliance Standards will combine the duties and responsibilities of the prior Department of Human Resources with duties for the Division of Police and the Mayor's Office. The initiatives of the Office of Compliance Standards will now include strategic planning, economic development, police policy and procedure standards as well as human resources administration so as to enhance community growth; standardize policies and procedures for the Police Department; and provide organization-wide human resources administration.
   (b)   The duties and responsibilities of the Office of Compliance Standards shall include, but not be limited to, the following:
      (1)   With Regard to the Office of the Mayor and City Council.
         A.   Assist the Mayor and City Council with strategic planning, economic development efforts, other related projects.
         B.   Consult with the Law Department regarding risk management, litigation, and public records issues.
         C.   Assist the Mayor and City Council with contract negotiations and employee relations matters.
      (2)   With Regard to the Police Department.
         A.   Act as a liaison with regard to minimizing legal liability.
         B.   Assist in planning and research various departmental issues.
         C.   Assist and consult in employee relations matters and investigations.
         D.   Assist with staffing management.
         E.   Assist with budget concerns.
         F.   Produce operations activity reports.
         G.   Assist in establishing police policy (development and compliance).
         H.   Assist in grant applications.
         I.   Training administration and compliance.
      (3)   With Regard to Human Resources.
         A.   Manage and supervise employee relations; set standards of employment; maintain employee records.
         B.   Oversee and assist in all phases of:
            1.   Employee benefits programs;
            2.   Workers' Compensation claims; and
            3.   General liability claims.
         C.   Consult with department heads and managers on employment and labor related issues.
         D.   Manage and supervise inter-governmental relations with federal, state and other local governments and officials including, but not limited to, county, regional and other municipal authorities.
         E.   Participate, as requested by the Mayor, in contract negotiations, training techniques, and developing job descriptions.
         F.   Ensure compliance with government regulations, including EEOC, FMLA, FLSA, ADA and ERISA.
         G.   Consult with the Law Department regarding rish management, litigation and public records issues.
         H.   Assure accurate application of human resources laws, requirements, etc.
   (c)   This list of purposes, initiatives, duties and responsibilities is not intended to be exhaustive and may, from time to time, be increased, decreased and/or otherwise modified by the Mayor, at the Mayor's discretion or by the Police Chief with the approval of the Mayor.
