139.08 COPIES OF DOCUMENTS, PHOTOGRAPHS, VIDEO TAPES AND AUDIO TAPES.
   (a)   The Chief of Police or his or her authorized representative is hereby authorized to make copies of and sell to authorized persons such official reports, documents, photographs, video tapes and audio tapes which are determined by the Chief to be open to the public for inspection.
   (b)   The Chief or his or her authorized representative shall charge the following fees for copies:
      (1)   Twenty-five cents (25¢) per page per copy of every document, report or statement. No sale shall be for less than one copy of each page of each report, including the statements or documents attached thereto.
      (2)   Ten dollars ($10.00) for color photographs per copy and seven dollars ($7.00) for a black and white photograph or copy. No sale shall be for less than one copy of each set of photographs bearing the same Police Division record number.
      (3)   Seventy-five dollars ($75.00) per video tape. No sale shall be for less than the entire recorded video tape.
      (4)   Ten dollars ($10.00) per copy of each audio tape.
