(a) The position of Deputy Director of Finance is hereby established. The Deputy Director shall serve at the pleasure of the Mayor and shall have all the duties, powers and authority of the Director of Finance as prescribed in the City Charter, in State law and in City ordinances during any period of illness or incapacity of the Director or in the event of a vacancy in that office.
(b) The Deputy Director shall receive no compensation other than that prescribed for any other position which the Deputy Director holds in the City.
