101.06 CONFLICT OF LAWS.

If any provision of the Codified Ordinances conflicts with or contravenes any other provision of the Codified Ordinances, the provision bearing the latest passage date shall prevail. If the conflicting provisions bear the same passage date, the conflict shall be resolved in a manner that is consistent with the meaning or legal effect of the subject matter taken as a whole.
