SECTION 1. QUALIFICATIONS OF OFFICERS; CONFLICTS OF INTEREST.
   Each elective officer of the City shall be a qualified elector of the City and shall have resided continuously therein not less than three (3) years next preceding the date of his or her election and shall continue to reside therein during the term of his or her office. If, for any emergency reason, the residence of the elective officer must be taken in another community, a written request stating the circumstances must be submitted to Council for approval. This temporary residence would be for a limited time of ninety (90) days, although an extension may be granted under extenuating circumstances. The elective officer must be able to attend meetings and must be able to be reached by his or her constituents to qualify for said emergency residence status. He or she shall hold no other public office or other employment with the City of Mayfield Heights during his or her term, except as otherwise provided in this Charter, and further excepting the office of notary public and membership in the Militia or Reserve Corps. No officer of the City, elective or otherwise, shall have any financial interest in any contract with or expenditure of money by the City other than his or her fixed compensation and for expenses of traveling. Such interest shall disqualify him or her from holding office, in addition to the other penalties provided by law. For the purposes of this section, the word "residence" shall be defined as the place where a person creates a permanent, fixed home: it shall be the person's principle establishment where he or she intends to stay and return to whenever absent therefrom.
