SECTION 4. MEETINGS.
   (a)   All Council meetings shall be held in the Municipal Building of the City of Mayfield Heights. A majority of the members of the Council shall constitute a quorum for the transaction of business at any meeting of the Council, but a lesser number may recess the meeting from time to time and compel the attendance of absent members; and at any meeting at which a quorum is present, any ordinance or resolution may be passed or adopted or other action taken by the affirmative vote of four (4) members of the Council, unless a larger number be required by the provisions of this Charter or by the laws of Ohio. The Clerk of Council shall keep a record of its proceedings in a journal in which the yea or nay vote of each Councilman voting on an ordinance shall be entered. The Council's journal shall be made available to the public and all meetings of the Council shall be open to the public unless a private executive session is called pursuant to the Ohio Revised Code.    (b)   Special meetings may be called by vote of the Council taken at any regular or special meeting of the Council or shall be called by the Clerk of Council or one acting as Clerk of Council upon the written request of the Mayor, President of Council, or three members of the Council. Any such vote or request shall state the subject or subjects to be considered in the meeting and no other subject shall be considered. Notice in writing of such special meeting called by the Mayor, President of the Council, or three (3) members of the Council, must be given to each member of the Council and the Mayor by service personally upon him, or left at his or her usual place of residence.
