175.03 PROGRAM; GUIDELINES; BUDGET; OTHER DUTIES.
   (a)   The program of the Keep Mayfield Heights Beautiful Commission is to study, formulate and develop plans to reduce litter by identifying the sources and changing littering behavior; to encourage recycling; to promote public interest in the beautification and improvement of public and private areas; and to instill an interest in beautification of residential and commercial properties in the City.
   (b)   The Commission shall be authorized to propose new ordinances and to make recommendations for amendments to the Codified Ordinances of the City that may, directly or indirectly, have an impact on the Commission's purposes.
   (c)   The Commission shall have the power to promote public awareness of the importance of recycling to the City, including the authority to plan and publicize recycling programs.
   (d)   The Commission shall prepare a budget for the funds the City may designate or receive to implement its plans in the streets of, and on public property owned by, the City.
   (e)   The Commission may publish and distribute pertinent educational materials to residents of the City. Any costs incurred by such an effort are subject to approval by Council.
