Unless other arrangements are approved by the City Council:
(a) The owner shall provide to the City a financial guarantee that the approved storm water management facilities and procedures will be completed in a timely manner, as determined by the City Engineer.
(b) The owner shall provide to the City a project development agreement, as described in the Guidance for Projects, including a guarantee that the operation and maintenance of the stormwater management facilities will be provided for by the owner in perpetuity.
(c) The applicant shall submit applicable documentation in accordance with procedures defined in the City Guidance for Projects.

(d) No project subject to this regulation shall commence without a SWP3 or abbreviated SWP3 approved by the City Engineer.
