Commencement of construction activities shall not begin until written acknowledgment by the owner that the approved construction site storm water management program shall be implemented and maintained until the site has been stabilized and the approved post-construction storm water management facilities are fully operational and financial assurance posted as described herein. The applicant shall submit applicable documentation in accordance with Section 941.08.
