131.03    COMMUNITY RELATIONS ACCOUNT.
   (a)   There is hereby established the Community Relations Account from which the Mayor, at his or her discretion, may authorize expenditures for purposes such as: representation at functions, luncheons, floral arrangements, sympathy cards, and other such proper uses of public funds on behalf of the City and Council.
   (b)   The initial sum of two thousand five hundred dollars ($2,500.00) will be appropriated in the General Fund of the City for the aforementioned Community Relations Account for the proper public purposes as stated herein. The amount appropriated from said account shall not exceed two thousand five hundred dollars ($2,500.00) annually, unless otherwise authorized by City Council.
   (c)   The Mayor will provide a quarterly report of all disbursements out of the Community Relations Account to the City Council.
   (d)   Any individual expenditure exceeding five hundred dollars ($500.00) requires advance approval by a motion of City Council.
