No person shall:
(a) Fail to comply with any written notice or written order issued under this Housing Code;
(b) Refuse to permit entry by the Director of Buildings or other City department or division heads or their representatives at a reasonable hour; or
(c) Obstruct or hinder the Director of Buildings or other City department or division heads or their representatives while attempting to make an inspection.
