Every owner or occupant of any building, residence or place of business shall permanently fix in a conspicuous place on the front of such building, residence or place of business, in full view of the street upon which the structure abuts, numbers of not less than three and one-half inches in height, not less than seven days after being notified by the Director of Buildings of the assigned number.
