No person, being either the mover, the person causing the moving to be done, the owner of the real property or the owner of the building or other structure, shall permit any building or other structure which has been moved to be placed upon any real property within the City unless a proper foundation, as required by this Building Code, has already been erected and is ready for the building or other structure to be placed and anchored thereupon.
