No house moving permit shall be issued to move any building or other structure which, in the opinion of the Director of Buildings, is so constructed or in such a condition as to be dangerous; is infested with pests or is unsanitary; is unfit for human habitation; is in a dilapidated condition, defective or in such a condition of deterioration or disrepair that its relocation at the proposed site would cause appreciable harm or be materially detrimental to property or improvements in the City; is of a type prohibited at the proposed location by any statute of the State or ordinance of the City, or the use of which, at the new location, will be in violation of any statute of the State or ordinance of the City; or the moving of which would cause unreasonable damage to the trees, plants, shrubs or utility poles on and along the public streets. However, if the condition of the building or other structure, in the opinion of the Director of Buildings, is capable of practical and effective repair, the permit may be issued upon the terms and conditions set forth in this chapter.
